There's good news and bad news. According to the ET, Swales doesn't think he has enough experience for the job, but he does think Lynch will be "keen".

His past record speaks for itself.........therefore if he could poach Nicki Pedersen and Jason Crump we could be in with a shout for the honours.

I like Jim Lynch. Not sure how good a manager he is but that is most likely down to my ignorance, than his abilities as a manager or motivator.
We have attended various motorcycle shows together and I have had lot of conversations with him about marketing the sport generally, and I feel he is often 'held back' to this regard.
He seems to be popular and respected by most riders from all teams.
Not giving away any secrets, but I am sure if Jim had his way we would still have the annual speedway show at Stoneleigh. (though some would even find that not a positive or anything to rejoice about.)
Him, Peter Collins and Chris Morton are good choices for me.

Even with my limited experience I know that Rosco is not the right man for the job,sure he's passionate, but he just loses it when he needs to stay focused...
and Trevor Swales has discounted himself , thank god for small mercies.. ;D
