17.4.5 Elite League A Team’s Declaration (see also SR 13.1.4) must not exceed 39.90 points nor when re-declared (permanent or temporary), except that a Team may exceed this limit if the CMA of the introduced Rider is equal to, or lower than the Rider being replaced. An SR may be issued regarding the maximum Points Limit that will apply when a Team is subject to the new 2009 CMA’s. A Declared Line-Up may include a pair of “Doubling-Up Riders” and a #8, both of whom at the at the time of (re)declaration must be in a Premier League Declared 1 – 7. In the case of the Doubling-Up Riders, both must have a final 2008 PL CMA of 8.00 or less and the CMA of #8 must not exceed that of the lowest declared Rider (by CMA) and in any case must have a final 2008 PL CMA of 9.00 or less. Thanks for taking the time to reproduce that ML, but that rule comes from the 2009 Rule Book..........do we know that the rule is unchanged for 2010?

Panthers won't give up on Roynon

SPEEDWAY: Peterborough Panthers' bid to track rising British star Adam Roynon has been rejected by the Speedway Control Bureau (SCB) - but the club are not prepared to give up without a fight. The SCB have blocked Roynon's inclusion in the city side as he does not meet the required criteria for a doubling-up reserve berth. The Workington rider doesn't possess the necessary Premier League average from last season because he missed all of it after breaking his neck in a crash at a pre-season GB training camp.
Panthers are remaining tight-lipped on the issues, but The Evening Telegraph understands they are exploring other possible avenues to include Roynon in their team.
The 20 year-old could end up being left with a choice between riding for Workington in the second tier of the sport or making a full-time step-up to the top level with Panthers.

The 20 year-old could end up being left with a choice between riding for Workington in the second tier of the sport or making a full-time step-up to the top level with Panthers.That would be huge mistake imo in his comeback year if he should do that. Surely he needs time to settle back in to racing again and earn some money as I don't see him earning it full time in the EL this season.

I don't see him earning it full time in the EL this season. If Roynon, Oakes and RF agree that he's up to it then I'm sure that he'd be well looked after.

It's very likely that he would be, but everyone seems to be forgetting the fact that he's signed a contract to ride for Workington, and surely any such deal would be deemed illegal. If only the hierarchy at Peterborough had done their homework, there was such an easy solution to all this.

If all parties come to an agreement then surely a contract means zilch. You're starting to sound like Bratters Allegedly it could have been dealt with at the AGM but it wasn't. We are where we are so it's how they rectify the damage that's important, not the overcomplicated rulebook that they should know inside out.

what was that then Do what Swindon have done i'm guessing/assuming the only the reason swindon can use boxall is because he did ride in the premier last season and done the 8 match malarkey and has been reassesed on them,poor old roynon. done none through no fault of his own so how could he be reassesed in 2009 if you could explain it any different i'll be intrigued to know
