Apparently, although it doesn't appear to be in the 2009 regulations, if a work permit rider is transferring between PL teams then a work permit need not be renewed unless the rider has not achieved a certain average or if the work permit was only for one year. In Chris Kerr's case he was given special dispensation due to being injured and therefore not attaining a 7.00 average. At least we know he won't receive any further dispensation in the future. As I posted elsewhere, special dispensation should be removed from speedway and it's rules.
