It's only a threat (or more of a warning to the FIA) - we've already had Toyota and Red Bull say the same thing this week.

Well, having read the full statement, it's a bit more than an idle threat - they will pull out if the rules don't change. This'll test Mosley's claim that F1 can live without Ferrari.
